Wir von Border Crossing Spielfeld sind Menschen und Initiativen, die an der Grenze in Mureck, Ehrenhausen und Spielfeld verwurzelt sind und versorgen Euch weiterhin mit aktuellen Infos, wo und wie ihr aktiv werden könnt!

AKUTER Spendenbedarf (Details siehe unten): Babybodies (insbesondere für Neugeborene) Babywundcreme, Windeln Gr. 1 und 5, Taschentücher, Schuhe in allen Größen, Gemüseschneidmesser.

FREIWILLIGE in SPIELFELD
Der Zugang zum Grenzübergang Spielfeld wird von der Polizei (meist) nur angemeldeten Freiwilligen erlaubt.

Anfahrt Lager Sentilj: Auf der Autobahn über die Grenze fahren, die erste Abfahrt (ganz kurze Strecke) nehmen, rechts fahren bis zur Polizeiabsperrung.

UNTERSTÜTZUNG ÜBERALL
Sucht, wo immer ihr sie trefft, den direkten Kontakt zu den Menschen. Die Möglichkeit zu telefonieren, kurz Internetzugang zu haben (WIFI-Hotspot über das Smartphone) oder das Handy aufzuladen, ist für viele ganz wichtig. Ein Gespräch, eine Umarmung, kann manchmal mehr Kraft geben, als ein Müsliriegel.

Die Versorgung im Lager Sentilj ist besonders wichtig, weil Menschen, die das Transitlager Sentilj verlassen und Richtung Transitraum Spielfeld marschieren, immer wieder sehr viele Stunden auf Einlass warten müssen. Daher ist es umso wichtiger, dass sie zuvor ausreichend verpflegt und eingekleidet werden.
4) GRENZÜBERGANG RADKERSBURG
Derzeit nur Schuhe in allen Größen (auch Kinderschuhe) und Kinderkleidung von 1-5 Jahre. Bitte nach Größen sortiert, eingesackelt und beschriftet am Stadtgraben vor dem Grenzübergang abgeben (blauer Container)
5) LAGER SENTILJ (SLO) – 300m südlich der Grenze
Anfahrt Lager Sentilj: Auf der Autobahn über die Grenze fahren, die erste Abfahrt (ganz kurze Strecke) nehmen, rechts fahren bis zur Polizeiabsperrung. Wir erhalten unterschiedliche Meldungen bezügl. der Spendenannahme. Manchmal wird gar nichts angenommen, manchmal sehr gerne. Info einer Unterstützerin vom 30.10.: “Falls man einmal nicht hinein darf, gibt es auf der anderen Seite der Senke eine kleine Kirche mit einem sehr netten Pfarrer. Er spricht gut Deutsch. Er stellt seine Räume zum Spendensammeln zur Verfügung. Bei Bedarf holt der Zivilschutz/Feuerwehr die Spenden dort ab und bringt sie direkt ins Lager.”

WAS IST SINNVOLL?
BABYPAKETE: Windeln (insb. auch Gr 1 und 5), Babybodies (auch Gr. 50, 54 etc.) Feuchttücher, Babywundcreme, Taschentücher, Stoffwindeln, Wärmeflasche, Trinkfläschchen, Babykeks, löslicher Babytee, PRE-Babymilch (auch in Einmalpackungen zum Mitgeben);
KLEIDUNG: Gebraucht werden primär feste Schuhe in allen Größen und ohne Absätze, Socken (für Kinder,Frauen, Männer), Strumpfhosen, lange Unterhosen, warme Winterjacken, neue Unterwäsche, Hauben; wärmendes Baby- und Kindergewand. Unbedingt sortiert, separat nach Größe und Art eingesackelt und beschriftet!

PRIVATE FAHRTEN:
Immer wieder erfahren wir von SüdsteiererInnen, die spontan Menschen weitertransportieren oder mit nach Hause nehmen zum Aufwärmen, Duschen, Rasten und Essen. Es ist aber nicht so, dass immer Leute zu Fuß unterwegs sind. Organisierte Konvois für private Mitfahrgelegenheiten machen derzeit daher keinen Sinn, nur im Falle, wenn wieder große Gruppen auf der Strasse unterwegs sind.

ANFAHRT NACH SPIELFELD:
Der Transitraum befindet sich am Bundesstraßengrenzübergang. Abfahrt Spielfeld, am Kreisverkehr Richtung Grenze, nach 1 km erstes Grenzerhäuschen, linkerhand der Transitraum. Das Versorgungszelt und die Einsatzleitung des Roten Kreuzes befinden sich im linken hinteren Teil des Geländes (Rot-Kreuz-Fahne). Auch wenn am Kreisverkehr die Polizei die Zufahrt zur Grenze absperrt, werden TeamÖsterreich-Mitglieder, die sich für eine Schicht registriert haben, durchgelassen.

We at Border Crossing Spielfeld are grassroot initiatives from Mureck, Ehrenhausen and Spielfeld. We are providing activists with up-to-date information to enable you to get active on the ground.

VOLUNTEERING in SPIELFELD
Access to Spielfeld border crossing is (usually) only permitted to volunteers who have registered in advance.
How to get there: Take highway exit ‘Spielfeld’. Go left at the round-about. There is a police check point where you will be asked if you are registered before entering. Go straight for approximately 1 km. The transit area is to your left. You will find RC headquarters, kitchen and food distribution point at the left rear section of the area.

REGISTERING OPTIONS:
For people residing outside Austria we suggest registering option 1, 2 and 3.

Try to get in touch with people wherever you meet them. The possiblity to use internet (via a Hot spot created by your phone), or to make a phone call, or to charge the phone, a little chat, a hug can sometimes be more supportive than a chocolate bar…

3) BORDER CROSSING RADKERSBURG (AT)
For the time being only children’s clothes and shoes are being collected at the border crossing. Please assort and pack them beforehand.
Drop off is shortly before the border crossing to Slovenia to your right (white tents, blue container).
4) SENTILJ CAMP – 300 m south of the AT-SLO border
How to get there: Use the highway border crossing to Slovenia, take the first exit after a very short drive, go right and right and stop at the police blockade.
We receive different information as to wether it is possible to drop of donations there. Some volunteers succeded, unders were redirected to Karitas in Maribor (only a 30 km drive). The priest in the parish close to the camp was reported to collect donations and bring them to the camp.

USEFUL DONATION ITEMS
1) BABY-PACKAGES: Baby-Cream for sore skin, baby-bottles, tissues, baby-powder-milk (only class PRE), plastic or wooden spoons, baby food, napkins, diapers (smallest size)
3) CLOTHES: Warm trousers, winter-jackets, socks for men women and children; Winter shoes (no heels). New underwear, especially for women. Assort and pack clothes and write content on the package please.

PRIVATE TRANSPORT
We frequently hear about people picking up families from the street, giving them a ride to the station or taking them home for a rest, a shower and a meal. Anyhow, we do not constantly see people walking at the main road B67. That is why, for the time being, organized convois don’t seem to make sense. We will keep you updated on bigger numbers of people on the move.

We at Border Crossing Spielfeld are grassroot initiatives from Mureck, Ehrenhausen and Spielfeld. We are providing activists with up-to-date information to enable you to get active on the ground.

VOLUNTEERING in SPIELFELD
Access to Spielfeld border crossing is (usually) only permitted to volunteers who have registered in advance.
How to get there: Take highway exit ‘Spielfeld’. Go left at the round-about. There is a police check point where you will be asked if you are registered before entering. Go straight for approximately 1 km. The transit area is to your left. You will find RC headquarters, kitchen and food distribution point at the left rear section of the area.

REGISTERING OPTIONS:
For people residing outside Austria we suggest registering option 2 and 3.

Only possible for people who have their residency in Austria. Registering includes insurance. It is possible to register for 6 hour shifts or for shorter ones.

We receive different information as to wether it is possible to drop of donations there. Some volunteers succeded, unders were redirected to Karitas in Maribor (only a 30 km drive).

We frequently hear about people picking up families from the street, giving them a ride to the station or taking them home for a rest, a shower and a meal. Anyhow, we do not constantly see people walking at the main road B67. That is why, for the time being, organized convois don’t seem to make sense. We will keep you updated on bigger numbers of people on the move.

While Slovenian PM Miro Cerar daily threatens to build the fence on the border with Croatia and Slovenian members of the Parliament with wast majority prohibit the referendum on the change of the law on defense that grants police authorities to the army, refugees and migrants on Balkan Route are subjected to dehumanizing treatment. Authorities treat them as toxic waste, they are subjected to police and army arbitrariness, they are mistreated by criminal gangs and turned into dehumanized population that is easily instrumentalized by populist politicians and advocates of criminal ideologies to spread the fear and hate. All this results in catastrophic humanitarian conditions with many instances of tragic deaths. Every day we get informations of shipwrecks in Aegean see and according to some data this year already 2600 people lost their lives while trying to cross the sea.

Representatives of the EU are showing scandalous degree of hypocrisy. They express being sorry for the deaths of refugees and migrants but at the same time stick to policies that result in those deaths. The only EU answer to suffering and deaths is more suffering and deaths. More deportations and the externalization of repressive border regime to authoritarian regimes in EU vicinity do not establish safe routes but lead to even more violence against people that are on the run because of the war and social and economic devastation. In this situation representatives of Slovenia headed by PM Miro Cerar are showing extreme inhumane, servile and coward face. Instead of acting in the name of humanity to ease the suffering of the people on their way and demanding changes in European policies that would lead to establishment of safe routes and legalization of migration based on freedom and right to move for everyone and not only for privileged minority, Slovenian government and vast majority of political caste dehumanize refugees and migrants, gradually push country into uncertainty of authoritarian rule and threaten to close the border and by this prepare immense crime against refugees and migrants, fellow human beings on the Balkan route for freedom and dignified life.

Slovenian government, Slovenian politicians and EU representatives do not have our approval and mandate for such attitude and policies. For this reason we are going to light the candles for victims of infamous policies concerning refugees and migrants. To express that we care and feel responsible for every victim, 2600 of us must appear. We believe that we are many more. We meet with candles on Thursday, November 5 in front of Slovenian Parliament.

Medtem ko predsednik vlade Miro Cerar grozi s postavitvijo ograje na meji s Hrvaško in poslanci ter poslanke Državnega zbora s plebiscitarno večino prepovedujejo referendum o spremembi zakona o obrambi, ki daje vojski policijska pooblastila nad civilisti, so begunci in begunke na balkanski poti podvrženi dehumanizirajočemu ravnanju. Predstavniki EU v tej situaciji izražajo neverjetno hinavščino. Obžalujejo trpljenje in smrti beguncev in migrantov, a obenem vztrajajo na politikah, ki jih povzročajo. Edini odgovor EU na trpljenje in smrti je več trpljenja in smrti. Več deportacij in krepitev avtoritarnih režimov v evropski soseščini za zaustavljanje beguncev in migrantov ne vodijo v vzpostavljanje varnih poti, ampak v še večje nasilje nad ljudmi, ki bežijo zaradi vojnega, socialnega in ekonomskega opustošenja. Predstavniki Republike Slovenije, s premierom Mirom Cerarjem na čelu, v tej situaciji kažejo skrajno nečloveški, hlapčevski, strahopeten obraz. Namesto da bi v imenu človečnosti delovali za maksimalno olajšanje trpljenja ljudi na poti in jasno ter odločno zahtevali takšno spremembo evropske politike, ki bi vodila k vzpostavitvi varnih poti za begunce ter legalizacijo migracij na osnovi priznavanja pravice do gibanja za vse in ne le za privilegirane, slovenska vlada in velika večina politične kaste dehumanizirata begunce in migrante, peljeta državo v nepredvidljive vode avtoritarizma in z grožnjo zapiranja meje pripravljata nepredstavljiv zločin nad begunci in migranti, nad soljudmi na balkanski poti z svobodno in dostojanstveno življenje.

Vlada RS in nasploh slovenska politika za tako ravnanje nimata našega mandata. Zato bomo v četrtek, 5. novembra ob 19.00 pred parlamentom prižgali svečke za žrtve sramotne politike do beguncev, begunk in migrantov, migrantk. Da povemo, da nam je mar za vsako žrtev in da se kot državljani in državljanke čutimo odgovorne, nas mora biti vsaj 2600. Verjamemo, da nas je vsaj toliko.

Welcome or Detention?

Towards the end of a “long summer of migration” we see feverish activity everywhere to stop the departures. Especially the movements of flight and migration along the open route from Greece via the Balkans to Germany and Scandinavia are to be slowed down, and control to be re-established. Continued militarisation of the external border, detention in hot spots in Greece and Italy, detention camps declared to be transit zones, new fences plus Frontex and EUNAVFO – from sealing off Europe to firing orders, it is not far. Will the European promise of freedom find its end?

Meanwhile an autonomy of migration has evolved, partly as a consequence and continua­tion of the Arabellion. The new assertiveness of migrants, and the strength with which they enforce their freedom of movement, their right to move, will no be easily crushed by the EU and its policy of fending off migrants. The networks of migration by now extend further than Syria and as far as Pakistan, and countless people in the South-East of Eu­rope have been inspired by the experience that migration alone can assert the right to mi­gration. The dam has broken. If the Fortress Europe is to be defended, it cannot be achieved peacefully anymore.

Europe is at crossroads: Are hundreds of thousands at the external borders to be con­demned to die, to be detained in camps or even to be shot at? Then a cycle of rebellion and repression would take hold of Turkey and the Balkan alike. A rollback of unimagin­able extent would first upheave the countries at the European periphery and would then spread to the central regions of Europe. The bondage of everyday digital surveillance would be extended by the bondage of classical police states. Europe would unrecognis­ably change.

“States make refugees,” the scholar of migration Peter Gatrell just wrote, “but refugees also make states.” States in its two meanings. Europe will change, but it must not fall back into the old patterns of deportation, detention and repression. Instead, Europe could open up and allow a process of re-orientation and pluralisation which would be befitting of the 21st century.

To open up such a perspective, all of us need to be involved.

Will all those people that have welcomed migrants enthusiastically be able to withstand the increasing attacks from the political right and the blowbacks that the next months will inevitably bring? Can we communicate that austerity and precarity goes hand in glove with competition and racist division? And will we be able to develop processes of soli­darity and common struggles? Are we ready and willing to not merely “integrate” mi­grants, but to allow and foster more drastic changes that will also re-align our own lives?

Laden with these questions we will be traveling the routes of flight and migration in the coming weeks. At the end of October we start with a mini-bus as a mobile and flexible in­frastructure of support and information in the Balkans: to render support in urgent cases, but predominantly to gather and spread information and to show presence towards the “security forces”. The bus project will be embedded into a network of activists which will provide regularily updated reports at mostly all border crossings and points of interest along the route between the Aegean and Scandinavia. These reports will then be spread to those who need them on their onward journey.

In this way we want to contribute to keep open a path into a new Europe – for those that are arriving as well as for ourselves.

+++ #Vrhnika +++

Danes je na Vrhniko prišlo okoli 20 avtobusov. Zasedli so skoraj vse kapacitete ene stavbe (vojašnice), ljudje so dobili prigrizke in v vrstah čakali na obleke in obutev. Prostovoljci so skavti, taborniki, gasilci (civilna zaščita) …
Proces sprejemanja ljudi je bil dokaj dobro organiziran, odnos organizacij pa je zelo nehuman – na primer, mala punčka je imela zdravstvene težave, redar pa jo je odslovil z besedami, da nimajo časa za njo.
Glede infrastrukture – ni WIFI-ja, ni tušev, kaj šele tople vode. Zunaj je bilo nekaj pip z mrzlo vodo, kjer so se le za silo lahko umili, saj so bili na pogled vsem.

V Logatcu so pripravljeni in trenutno čakajo na 4 avtobuse, ki naj bi prišli okoli pol treh zjutraj. Sanitarije so v primerjavi z Vrhniko mnogo bolje urejene, na voljo so tudi tuši.

Today around 20 buses arrived to Vrhnika. They occupied almost every capacity of the building (military barracks). People received some snacks and were waiting in lines for clothes and shoes. There are scouts and firemen (civil protection) volunteering.
The process of admission is quite well organized, but the attitude of organizations is very inhumane – for example, a little girl was ill and a security man told her that they have no time for her.
About infrastructure – there is no wifi, no showers, no hot water. Outside there were some taps with cold water, where they could freshen up just a bit, since there was no intimate space.

They are ready to accept 4 buses of people, which are expected at around 2:30 am. Rest rooms are taken cared of much better than in Brežice, there are also showers available.

+++++ ‪#‎Rigonce‬ +++++

Stanje je nekoliko boljše kot prejšnje dni in noči, več je prostovoljcev in materiala – UNHCR je zagotovil deke, nemška ekipa obleke, No Borders kuhinja odlično deluje. Policija in vojska bolje sodelujeta s prostovoljci, pri deljenju hrane in čaja pomagajo vzpostaviti distribucijo, tako da zadeva teče bolj sistematično. Načeloma pa sta situacija in dostopnost do ljudi odvisna od vodje policije na terenu; nočna izmena ni komplicira in prostovoljci so lahko brez večjih težav prosto gibali med ljudmi.

Prostovoljci so lahko neovirano delovali med ljudmi, ki jim predvsem manjkajo informacije o tem, kje so, kdaj in kam bodo odšli. Stanje v kampu je daleč od idealnega – vlaga in mraz izčrpujeta ljudi, travnik je v tem času postal blatno smetišče, dim od zažgane plastika tudi naredi svoje. Zdravniške oskrbe ni, nismo mogli doseči niti, da bi po moškega z zlomljeno nogo prišel rešilec, ampak je 2 uri slonel na ograji. Nekatere mame z bolnimi dojenčki smo lahko odpeljali v šotore.

V Rigonce prihaja 5 do 6 vlakov dnevno (z vsakim vlakom se v kraj Ključ Brdovečki na hrvaški stran pripelje skupina okoli 1300-1500 ljudi). Begunci na odhod v Dobovo čakajo nekje do 3 ure, v roku pol ure jih zamenjajo novi, zjutraj pa so čakali čez 5 ur, saj so centri okoli Rigonc prenatrpani. Poleg enega člana UNHCR, ki izvaja monitoring in pritiska na civilno zaščito, da naj vendarle omogočijo pošiljanje naročenih materialov, ter nekaj ljudi iz Filantropije, so prisotni samo samoorganizirani prostovoljci. Rigonce so res mučna in neumna vmesna postaja, v kolikor začne padati dež pa bodo razmere hitro postale neobvladljive. To sicer velja za vse tri centre – kljub pol manjšemu številu ljudi je bila včeraj situacija v vseh zelo slaba.

Sicer prostovoljci iz Rigonc še vedno vzdržujejo komunikacijo s kolegi na hrvaški strani in na takšen način je ekipa vedno pripravljena na prihod novih skupin. Nedavno se je situacija na hrvaški strani spremenila, saj policija prostovoljcem trenutno ne dopušča, da bi beguncem razdeljevali obleke in hrano, zato so hrvaški in mednarodni prostovoljci pripeljali del stvari v Rigonce.

+++++ ‪#‎Brezice‬ +++++

Center je precej bolj prazen kot dan prej, a so se nekateri begunci včeraj zvečer pritoževali, da so tam že od 7h zjutraj. Razmere so zelo slabe, ljudi zebe, zaradi dima od goreče plastike pa je zadušljivo. Veliko tenzij je med Sirci in Afganistanci, tudi precej pretepov. Policija nam je dovolila posredovati, dajati informacije in nekaj materiala, nismo pa mogli za ograjo.

+++++ ‪#‎Dobova‬ +++++

Okoli 1h ponoči je bilo tudi tukaj precej bolj prazno kot prejšnji dan, stanje umirjeno. Zunaj še vedno spi nekaj skupin. Pri razvrščanju ljudi pri registraciji je policija zelo živčna, dere se na ljudi, sicer pa ni večjih napetosti pred odhodom na vlak.

Iz namestitvenega centra Gornja Radgona so v Avstrijo včeraj prepeljali preko 1400 beguncev. Med 18. in 21. uro je prispelo še 10 avtobusov z novimi ljudmi, pričakuje se jih še več. Prostovoljci in ostali zaposleni postajajo nervozni, ker se menda Avstrija odloča o tem ali se bo v prihodnje begunce na tem prehodu sploh še sprejemalo.

+++++ #Rigonce +++++

Also here the conditions are somewhat better, there are more volunteers and materials. UNHCR has provided blankets, a German crew provided clothes and the No Borders kitchen is working great. Cops and the army have improved their relation to volunteers, they are establishing distribution for giving out food and tea so things are more systematic now. The situation and the access to people depend on the head of cops at the field; the night shift does not make problems and volunteers can move among people without any greater problems.

We were not disturbed when we were working with refugees. Refugees mostly lack information on where they are, when and where they will leave. The condition in the camp is far from ideal – humidity and cold are exhausting people, the meadow has become a muddy dump, smoke from burned plastic is also bad. There is no medical aid, we were unable even to arrange that an ambulance picks up a male person who had a broken leg. He was left to lean on the fence for 2 hours. We were allowed to take some mothers with sick children to the tents.

5-6 buses arrive to Rigonce on a daily basis (with each train 1300-1500 people are brought to Ključ Brdovečki on the Croatian side). Refugees taken to Dobova wait cca. 3 hours, in 30 minutes they are replaced by new people. In the morning, they waited more than 5 hours, because the centres around Rigonce are packed. Besides some people from Slovenska filantropija and one member of UNHCR, who is monitoring the conditions and putting pressure on civil defense so that they enable sending of ordered materials, there are only self-organized volunteers there. Rigonce are a painful, stupid intermediate stations. In case there is rain, the conditions will quickly become unmanageable. This goes for all three centres – even though there was ½ less people, the conditions in all three places were very bad.

Volunteers in Rigonce are still maintaining communication with comrades from the Croatian side and in this way we are always prepared for arrival of new people. Recently, the situation on the Croatian side has changed, because cops didnt’ allow volunteers to distribute clothes and food among refugees. Therefore, Croatian and international volunteers delivered some things to Rigonce.

+++++ #Brezice +++++

The center is somewhat better than the day before. The refugees complained in the evening that they have been there since 7 in the morning. Conditions are very bad, people are cold, the atmosphere is stifling due to the smoke from burning plastic. There is a lot of tension between Syrians and Afghani people, also fights. Cops allowed us to intervene, give information and some materials, but we were not allowed to go behind the fence.

Around 1 in the morning, it was a lot more empty than the day before, the situation was calm. Outside there are still some groups sleeping. When they are sorting people at registration, cops are very nervous, yelling at people, but there are no bigger tensions before going on the train.

From the refugee centre in Gornja Radgona, more than 1400 refugees were taken to Austria. Between 18.00 and 21.00 10 more buses arrived, more are expected. Volunteers and others are becoming nervous, because apparenlty the government of Austria is still deciding whether refugees will be accepted at this border crossing.

Call for international meeting, manifestation and solidarity action in Slovenia

For more than a week the so-called Balkan Route is passing through Slovenia. The Slovenian government intended to impose the entrance quota of 2500 refugees per day. Croatia answered by sending the refugees and migrants over the so-called “Green” border. This controversy between Slovenia and Croatia created dire humanitarian conditions for the refugees and migrants. The Slovenian government used this humanitarian emergency produced by states and what they call a chaotic situation on the Southern border to rapidly militarize the society and call for an EU summit on the Balkan Route.

The results of the Sunday summit are measures corresponding to EU policies, with the aim to demolish the movement of refugees and migrants. They decided on concrete measures to slow down the flux of refugees and migrants with the intention of establishing so-called hot spots in Greece and to designate Turkey as a buffer zone for refugees and migrants. After pushing the people on their journey to freedom and a decent life in dire humanitarian conditions, they used terrible images from the Slovene-Croatian border to talk more about deportation, externalization of the repressive and violent migration regime, the selection and stratification of refugees and migrants in the process of registration of which the aim is to destroy their collective power.

We are the people daily involved in solidarity with refugees and migrants travelling through Slovenia trying to reach their final destinations. We do not see refugees and migrants as either hopeless victims or as an invasive force but autonomous people with a desire for a better life. What we are perceiving in our day to day engagements on the border is that the attitude of the Slovenian authorities leads to the dehumanization of refugees and migrants and turns this route into a total institution whose aim is to isolate refugees and migrants from the broader society and subject them to procedures of policing, selection and deportation. We also perceive that activities of solidarity by independent volunteers are more and more restricted by authorities.

We believe that the only way to address these dire humanitarian conditions of refugees and migrants is to build relations with them. The solution is not sending people back or subjecting them to a life without perspective in closed refuge centres isolated from broader society. The solution is to build a common European society together, as citizens, refugees and migrants.

We call to meet in Ljubljana, on Saturday 31 of October, 11am to participate in a transnational meeting and manifestation against the militarization of Slovenian borders and the attempts of the EU to break the movement of refugees and migrants. After the manifestation in Ljubljana, we will go together to the border as international independent volunteers to express solidarity with refugees and migrants and to build another, open Europe together.

Poziv na mednarodni sestanek, manifestacijo in solidarnostno akcijo


Tako imenovana balkanska ruta že več kot teden dni vodi tudi skozi Slovenijo. Slovenske oblasti so poskušale uvesti kvoto 2500 beguncev, ki bi jih sprejeli dnevno. Odziv Hrvaške na kvoto je bilo pošiljanje beguncev in migrantov preko tako imenovane zelene meje. Ta kontroverza je povzročila strahotne humanitarne pogoje in izredno stanje na južni meji, ki so ga slovenske oblasti izkoristile za militarizacijo družbe po hitrem postopku. Prav tako je bila »kaotična situacija«, kot jo imenujejo, povod za srečanje držav članic EU na temo balkanske rute.

Rezultati nedeljskega srečanja se povsem skladajo s siceršnjimi politikami EU, ki uničujejo gibanje beguncev in migrantov: sprejeta je bila odločitev, da naj se begunce in migrante ustavi z gradnjo zbirnih centrov v Grčiji in spreminjanjem Turčije v tamponsko območje. Oblasti so ljudi na poti v svobodo in dostojno življenje najprej porinile v strahotne humanitarne pogoje, potem pa grozljive podobe iz slovensko-hrvaške meje izrabile za govor o povečanju števila deportacij, o eksternalizaciji represivnega in nasilnega migracijskega režima ter kot opravičilo za stratifikacijo beguncev in migrantov. Skozi proces selektivne registracije poskušajo uničiti njihovo kolektivno moč.

Smo ljudje, ki se dnevno srečujemo in smo solidarni s tistimi, ki poskušajo preko Slovenije doseči svoj končni cilj. Begunci in migranti za nas niso niti nemočne žrtve niti invanzivna sila. So avtonomni subjekti z željo po boljšem življenju. Skozi svoje vsakodnevne dejavnosti na mejah zaznavamo, da vodi odnos slovenskih oblasti v dehumanizacijo beguncev in migrantov, njihovo pot pa spreminja v totalno institucijo policijskega nadzora, selekcije in deportacij ter izolacije od ostale družbe. Prav tako zaznavamo vse večje prepreke za solidarnostno delovanje neodvisnih prostovoljcev, ki jih oblasti vedno bolj omejujejo.

Verjamemo, da lahko strahotne humanitarne pogoje, v katerih so se znašli begunci in migranti, naslovimo samo skozi gradnjo odnosov z njimi. Rešitev ni niti v pošiljanju ljudi v države, iz katerih so prišli, niti v tem, da jih izoliramo v zaprte begunske centre in obsodimo na življenje brez vsakršne perspektive. Rešitev je v gradnji nove evropske družbe, katere del bomo kot državljani, begunci in migranti.

Zato pozivamo na srečanje v Ljubljani, 31. oktobra ob 11h. Mednarodnemu sestanku bo sledila manifestacija proti militarizaciji slovenskih meja in namenom EU, ki skuša zlomiti gibanje beguncev in migrantov. Po manifestaciji se bomo kot skupina mednarodnih neodvisnih prostovoljcev odpravili na meje, kjer bomo izrazili solidarnost z begunci in migranti, da bi skupaj zgradili drugo, odprto Evropo.

+++++ ‪#‎Rigonce‬ +++++

Poleg naših je prisotnih precej mednarodnih neodvisnih prostovoljcev. Dopoldne je policija začela prostovoljcem preprečevati dostop do migrantov, deljenje stvari in hrane. Dostop naj bi bil prepovedan, ker ljudje po njihovi oceni ne potrebujejo pomoči, saj bodo tam počakali samo 3 ure do prevoza drugam.

Vsako skupino, ki pride v Rigonce, čaka 3 km hoje do avtobusov v Dobovo, ki peljejo nato v Brežice. Ljudje so izčrpani in med potjo omagujejo. Hodijo po blatnem kolovozu, ker vaščani ne dovolijo hoje po glavni cesti.

Vojaki na terenu so de facto že prevzeli pooblastila policije. Sama prisotnost policije je zmanjšana, je pa prisotne veliko več do zob oborožene vojske z oklepniki.

Ponoči se ljudje grejejo ob ognjih, veliko je bilo otrok in dojenčkov. Čez noč ni bilo nobenih humanitarnih organizacij. Prisotna je ekipa No Border Kitchen iz Nemčije, ki so čez noč uspeli razdeliti toplo juho in čaj 6.000 ljudem, ki so čez noč sšli skozi Rigonce. Prisotni so bili tudi medicinci iz Avstrije, ki so zjutraj odšli, zato se njuno potrebuje nova medicinska ekipa. Čez noč so prostovoljci vzpostavili šotor za shrambo oblek, odej, obutve in ostalih stvari, ki se jih brez posrednikov humanitarnih organizacij direktno deli ljudem.

NAVODILA ZA POT: ko prideš v Rigonce se po glavni cesti zapelješ skoraj do meje. Nekaj metrov pred mejo je cestna zapora, pred njo pa je partizanski spomenik. Po cestici pred spomenikom zaviješ desno in se pelješ toliko časa, da greš pod železniškim podhodom (pozor, zna biti prenizko za višje kombije). Iz podhoda zaviješ levo in pelješ naravnost, dokler ne prideš do zbirališča.

RABI SE: tople in udobne čevlje, odeje, šotore, spalke, armaflekse, zimske bunde/jakne za vse, prevajalce, medicinske ekipe, prostovoljce, ki delijo stvari in irformirajo ljudi.

+++++ ‪#‎Gruškovje‬ +++++

Zelo pretočen registracijski center. Stalno vozijo busi s Hrvaške, ljudi registrirajo precej hitro, nato jih peljejo v Šentilj.

+++++ ‪#‎Brežice‬ +++++

Visoka prisotnost policije in vojske. Dostop do ljudi je nemogoč, če nisi pod okriljem humanitarnih organizacij. Hrana se še vedno razdeljuje prek koridora. Edina možnost deljenja hrane in potrebščin direktno migrantom je možna, ko so na avtobusih, ali ob zunanji ograji taborišča.

Ponoči so postavili dva nova kampa, v vsakem so trije šotori, ki so ograjeni. Ponoči sta bila oba kampa polna. Dostop je bil čez noč možen tudi brez registracije, čeprav policija komentira, naj prostovoljci pazijo, da jih migrantje ne raztrgajo. Mrgoli vojske in policije.

Okoli 18:00 je bilo v Dobovi 6.000 ljudi, prihajali so novi. Prisotne je veliko policije, NGOjem niso pustili do ljudi, lahko pa noter pridejo neodvisni prostovoljci. Situacija je zelo napeta.

V Celju je namestitveni center urejen v eni od hal na celjskem sejmišču. Vhodi v halo so zagrajeni z ograjami; vse skupaj daje videz hleva z zunanjim izpustom za živino.
Danes ponoči je vanj prispelo 502 ljudi, večinoma družin z majhnimi otroki. Sem so jih pripeljali pozno ponoči z mejnega prehoda ‪#‎Dobovec‬ (pri Rogatcu).
Po besedah enega od šoferjev naj bi jih v Celju začeli nameščati v torek (20.10.). Lokacije, iz katerih naj bi prišli, so: Dobovec, ‪#‎Imeno‬, #Brežice.
Ob 8:20 je na Celjski sejem prispelo 9 avtobusov. Nanje so vstopili vsi, ki so tekom noči prispeli v sprejemni center. Ob 9:30h je konvoj v spremstvu policije krenil proti Gornji Radgoni.
Ekonomska šola je bila včeraj (17h) prazna in ne daje vtisa, da bi tam še nameščali ljudi. Na dvorišču za šolo so zgolj trije šotori civilne zaščite in nekaj miz ter stolov; na stari stavbi šole (star Kajuhov dijaški dom) visi zastava civilne zaščite, vhod v stavbo je blokiran z mizo in stolom

Aside from us, there is a lot of international, independent volunteers. In the morning, cops forbid access to migrants, distribution of food and other necessities. The cops said this is because according to them people do not need aid, since they will be there only 3 hours until they take them elsewhere.

Each group, which arrives to Rigonce, has to walk 3 kilometres to the buses to Dobova, which then drive to Brežice. People are exhausted and some people are fainting. They walk across a muddy cart track, because villagers do not allow them to walk on the main road.

Soldiers already have police authorities. There are less cops and more army with armoured vehicles and soldiers, armed to the teeth.

At night people keep warm by making fire, there is a lot of children and babies. During the night, there were no humanitarian organizations. No Border Kitchen from Germany is there and during the night, they managed to distribute warm soup and tea to 6000 people, who passed during the night through Rigonce. There were also medical workers from Austria there, they left in the morning so there is a need for new medical workers. During the night, volunteers set up a tent to store clothes, blankets, shoes and other things, which are distributed to people directly without control of humanitarian organizations.

DIRECTIONS: when entering Rigonce, stay on the main road until you almost reach the border. A few meters in front of the border there is a road block and in front of it a Partisan memorial. Turn right before the memorial and stay on this little road until you underpass a railway line (attention, might be too low for higher vans). Turn left after the underpass and drive until you reach the field.

Urgently needed: warm and comfortable shoes, blankets, tents, sleeping bags, ground pads/sheets (to sit down on the muddy ground), winter jackets for all, translators, medical aid, volunteers to distribute necessities and inform people.

Very fluid registration center. Buses from Croatia are constantly arriving, people are registered quite quickly, then they are taken to Šentilj.

4000 people were here, now they left, the camp is empty. A lot of disinformation: at one entry they are being registered, at the other they are not.

A lot of police and army. It is impossible to step in contact with people if you are not associated with a humanitarian organization. Food is is still distributed across the corridor. The only way we can distribute food and other necessities directly to migrants is when they are on the bus or on the external fence of the camp.

They set up two new camps, in each of them there are three fenced tents full of people. Access during the night was possible without registration. Pigs commented that volunteers should take care of themselves so that migrants dont tear them upart. A lot of army and police.

Around 18:00 there were 6000 people in Dobova, new people were coming. A lot of cops, NGOs were not allowed to come in touch with people, independent volunteers are allowed to come in. Situation is very tense.

In Celje, refugees stay in one of the halls of the Celje fairground. Entrance into halls are enclosed with fences. It gives the appearance of a stall.
There, 502 people arrived during the night, mostly families with small children. They were brought here late at night from the border crossing #Dobovec (at Rogatec).
According to one of the bus drivers, people have been brought to Celje since 20.10. He said they are coming from #Dobovec, #Imeno, #Brežice.
School of Economics was yesterday (at around 17.00) empty and does not look like people are being put there. On the yard behind the school there are three tents of Civil Defense (CD), some tables and chairs. In the old building of the school (the old Kajuh dormitory) there is a flag of CD, the entrance is blocked by a chair and a table.

اللجوء (الحمایة الدولیة) تكون على وضعین – وضع لاجئ بموجب اتفاقیة جنیف ووضع الحمایة الفرعیة
الممنوح لأولئك الذین لا تتوفر فیھم الشروط بموجب اتفاقیة جنیف ولكنھم قد یعانون ضررا خطیرا (على سبیل
المثال عقوبة الإعدام أو التعذیب أو المعاملة اللاإنسانیة أو المھینة) إذا أعیدوا إلى بلدانھم الأصلیة.
یمكنك التعبیر عن نیتك في طلب اللجوء لدى الشرطة عند أي معبر حدودي رسمي. ھناك نوعان من الخطوات
في عملیة التقدم للحصول على حق اللجوء:
– یجب إبلاغ الشرطة أنك التي ترید تقدیم طلب لجوء. سیتم منحك الكتیب مع جمیع المعلومات حول ھذا
الإجراء، قائمة المستشارین للاجئین وقائمة المنظمات غیر الحكومیة العاملة في مجال اللجوء. یجب أن یكون
الكتیب بلغتك أو باللغة التي تفھمھا. وسوف یتم نقلك إلى دار اللجوء في لیوبلیانا و ھو مرفق مفتوح، ولیس مركز

– بعد وصولك إلى دار اللجوء تتقدم رسمیا بطلب للجوء. یمكنك أن نتوقع أن المسئولین في وزارة الداخلیة
سیقومون بإجراء مقابلة أولیة معك (من خلال مترجم)، وسوف یسألونك عن الأسباب التي أرغمتك على أن
تطلب اللجوء. ثم سوف یقومون بإجراء مقابلة أخرى مفصلة معك، لمعرفة المزید من التفاصیل حول الأسباب
التي جعلتك تطلب اللجوء. جمیع المعلومات التي تعطیھا في البدایة وفي المقابلة الثانیة یجب أن تتطابق إلى

المعلومات التي یمكن أن تساعد في إثبات حقك في وضع اللجوء شفویا في المقابلة.
منذ اللحظة التي تقدم فیھا طلب للجوء وخلال الإجراءات، سوف تقیم في دار اللجوء في لیوبلیانا.ھناك أیضا
إمكانیة أن تطلب لیتم تسكینك في مسكن خاص. سوف تحصل أیضا على بطاقة ھویة طالب لجوء. أثناء سیر
الإجراء لدیك الحق في:
– سكن مجاني ومصروف الجیب ( 18 یورو / شھر)؛
– العلاج الصحي في حالات الطوارئ.
– التعلیم.
– في بعض الحالات، الحق في العمل (إذا أخذ إجراء اللجوء وقتا أطول من 9 أشھر)؛
– حریة التنقل، إلا إذا تقید الشرطة ذلك بقرار رسمي. یمكنك النوم خارج دار اللجوء، ولكن علیك دائما
الحصول على الإذن بذلك. إذا كانت عائلتك معك ویطلبون اللجوء أیضا، لن یمكن فصلھم عنك. ولكن، إذا كانت
عائلتك لیست معك ولكن لا تزال في سوریا أو أفغانستان أو العراق … لن یسمح لھا أن تنضم إلیك خلال فترة

الإجراء للحصول على القرار النھائي یمكن أن یكون طویلا: رسمیا یستمر لمدة 6 أشھر ولكن في الممارسة

إذا لم تقدم طلبا للجوء، ربما لن تكون ھناك أي عواقب قانونیة محددة في ھذه الحالة بالذات عندما یكون عدد
الوافدین الجدد مرتفع جدا. ستقوم الشرطة بتسجیلك وجمع المعلومات حول اسمك وجنسیتك من أجل السیطرة
على أعداد اللاجئین. وستقوم سلوفینیا رسمیا بمحاولة إعادتك إلى البلد الذي دخلت سلوفینیا منھ (مثل كرواتیا)،
ولكن من المرجح أن ھذا البلد لن یقبل عودتك.
في مثل ھذه الحالة، إذا كانوا لا یمكنھم إعادتك فربما تقوم الشرطة (ولكن لیس بالضرورة) بإصدار وثیقة تسمى
“تصریح بالبقاء” ساریة المفعول لمدة ستة أشھر. ھذا ھو وضع تسامح، ولیس تصریح للإقامة، ولكن ھذه الورقة
تحمیك من الطرد وتسمح لك بحریة الحركة داخل جمھوریة سلوفینیا.
3) ما ھي العواقب القانونیة لأخذ البصمات في سلوفینیا؟ ھل یمكنني مقاومة أو تجنب ذلك؟
لسوء الحظ، لا یمكنك أن ترفض أخذ البصمات. السبب الوحید لعدم أخذ بصمات الأصابع ھو إذا كانت ھذه قد
دمرت. لاحظ أنھ في الوقت الراھن في حالات الوصول الجماعیة لا تأخذ الشرطة بصمات الأصابع دائما.
ولكن، حتى إذا كانت الشرطة أخذت بصماتك وأنت لم تطلب اللجوء في سلوفینیا،فانھ من الممكن عدم إدخال تلك
البصمات في قاعدة البیانات یوروداك. فقط إذا تقدمت بطلب للحصول على حق اللجوء في سلوفینیا ستذھب
بصماتك إلى قاعدة البیانات یوروداك وبالتالي كل بلد في الاتحاد الأوروبي سوف یعرف أین تقدمت بطلب
اللجوء (على النحو المنصوص علیھ في لائحة دبلن). إذا كنت، على سبیل المثال، طلبت اللجوء في سلوفینیا، ثم
مرة أخرى في ألمانیا، ألمانیا ستعیدك إلى سلوفینیا.
4) ماذا یعني أن تكون ” أوراقك مرتبة “؟
ھذا یعني أن لدیك جواز سفر ساري المفعول وتأشیرة لدخول منطقة شنغن، أو تصریح الإقامة صادر في أي
دولة من الدول الأعضاء في الاتحاد الأوروبي.
5) كیف یمكنني الذھاب من سلوفینیا إلى الدول الأخرى الأعضاء في الاتحاد الأوربي؟
علیك الحصول على بعض الراحة في مركز استقبال، ثم اتبع التعلیمات الموجھة من قبل السلطات أو یمكنك
الانتقال بسیارة أجرة أو سیارة أو حافلة أو قطار، أو سیرا على الأقدام إلى النمسا. بعد التسجیل وأخذ بصمات
الأصابع سوف یتم نقلك إلى مركز الاستقبال ولكن لن یتم تقیید حریة حركتك، وسوف تكون حر في مواصلة
السفر.

REFUGEES LEGAL INFO (updated version from October 21)

1. What is the procedure in case I decide to apply for asylum in Slovenia?
Asylum (international protection) has two forms – refugee status under the Geneva Convention and subsidiary protection granted to those who do not meet the conditions under the Geneva Convention but would suffer serious harm (e.g. death penalty or torture or inhuman or degrading treatment) if returned to their country of origin.
You can express the intention to apply for asylum at the official border crossing with the police. There are two steps in the process of applying for asylum:
– Inform the police that you want to apply for asylum. You will be given a brochure with the information about the procedure, a list of refugee counsellors and a list of NGOs working in the field of asylum. The brochure should be in your language or the language you understand. Then you will be transferred to the Asylum home in Ljubljana (open facility, not a detention centre).
– After you arrive to the Asylum home you officially apply for asylum. You can expect that the officials at the Ministry of the Interior will conduct an initial interview with you (through an interpreter) and will ask you about the reasons why you ask for asylum. Then they will conduct another more detailed interview with you. All information you give at the first and at the second interview should match as closely as possible.
You must provide any documents that you have and can prove that you have a well-founded fear to return to your own country (that you fear persecution in your country because of your race, religion, nationality, membership of a particular social group or political opinion). If you do not have documents that can prove your well-founded fear of persecution, you will give all the information that can help prove your refugee status orally at the interview. From the moment you applied for asylum and during the procedure, you will stay in the Asylum home. You have a possibility to ask to be settled in a private accommodation as well. You will also receive an asylum seeker’s ID card. During the procedure you have the right to: – Free accommodation and pocket money (18 EUR/month); – Emergency health treatment; – Education; – In certain cases, the right to work (if the asylum procedure takes longer than 9 months); – Freedom of movement, unless the police restrict it with a formal decision. You can sleep outside the Asylum home, but you always need their permission.
If your family is with you and they also ask for asylum, you will not be separated. But, if your family is not with you but is still in Syria, Afghanistan, Iraq … they will not be allowed to join you during the time you wait for the asylum in Slovenia. If you are granted asylum, your close family members will be allowed to join you – they will not need to travel the same way as you, you will be able to request reunion with them from Slovenia or from where the family lives. If you get international protection, you have to ask for family reunification in 3 months since you received your status.
The procedure to get a final decision can be long: officially it lasts for 6 months but in practice it can last several years (1-3 years).

2. What are the legal consequences of registration in Slovenia in case that I don’t apply for asylum?
If you do not apply for asylum, there are probably no specific legal consequences in this particular situation when the number of new arrivals is very high. The police will register you and collect information about your name and nationality in order to have control over the numbers of refugees. Slovenia will officially try to return you the country you entered Slovenia from (e.g. Croatia), but it is likely that this country will not accept you back.
In such case, if you cannot be returned, the police will probably (but not necessarily) issue a paper called “permission to remain” with validity of six months. This is a toleration status, not a residence permit, but this paper protects you from expulsion and permits free movement across the Republic of Slovenia.

3. What are the legal consequences of fingerprinting in Slovenia? Can I resist / avoid that?
Unfortunately, you cannot refuse fingerprinting. The only reason not to take fingerprints is if they had been destroyed. However, note that currently in the situation of mass arrivals the police is not always taking fingerprints. However, even if the police take fingerprints from you and you don’t apply for asylum in Slovenia, those fingerprints will probably not be entered in the EURODAC database. Only if you apply for asylum in Slovenia will the fingerprints go to the EURODAC database and thus each EU country will know where you have applied for asylum (as provided for under the Dublin Regulation). If you, for example, apply for asylum in Slovenia, and then again in Germany, Germany will return you to Slovenia.

4. What does it means to have “arranged papers”? This means that you have a valid passport and a visa to enter the Schengen area, or a residence permit issued in any EU Member State.

Alternatively, go by taxi, car, bus, train, or walk to Austria. After you have been registered and fingerprinted, you will be taken to a reception center but your movement will not be restricted and you will be free to continue your travel.

6. I lost my family members. Whom should I contact?
You have to urgently contact the Red Cross in Slovenia. They will provide you with a Tracing Request that you have to fill in and they will help you trace your family members.
